RES ACT RENEWABLE ENERGY SOLUTIONS FOR POLAND

ABOUT ENERGY CLUSTERS

An "energy cluster" is defined as a civil law agreement between natural persons, corporate bodies, research-and-development units or self-government units regarding the generation, balance of demand for, distribution and trading in energy from RES or other energy sources in an electricity distribution system and one powiat or five municipalities.

The Renewable Energy Sources Act “RES Act” (February 2015) introduced an energy auction system which, along with the green certificates system that has been in force for many years, expands support for the production of energy from renewable sources in Poland. In July 2016, amendments to the RES Act were adopted. These amendments provide a practical framework for the implementation of activities associated with the production of energy from renewable sources at the municipal level. The “Energy Cluster” is a key component of this framework and is designed to ensure the delivery of RES Act targets to Poland.

Over several years, Polski Solar Holding has implemented a unique gmina partnership strategy within the provinces of Lower Silesia and Opole. With the newly enacted amendments to the RES Act now in effect, this gmina partnership strategy is expanding to include other local gminas to form energy clusters. These energy clusters are entitled to participate in separate energy auctions and have access to additional government support subsidies.

To date, PSH has established 5 Energy Clusters.

RENEWABLE ENERGY CLUSTER OF THE LUSATIAN LAND

The energy cluster consortium was formed in May of 2017. The establishment of this Energy Cluster will include the initiation of calls for investment towards the design and construction of renewable energy installations. Implementation of energy cluster projects will take place over a period of several years, but the first calls for investors will start within the next few months.

IZERSKI RENEWABLE ENERGY CLUSTER

Member Gminas: Mirsk, Wleń, Lubomierz, Lwówek Śląski, Stara Kamienica

Energy Cluster member companies: Stara Kamienica PS Energetyka Odnawialna Sp. z o.o., Lubomierz PS Energetyka Odnawialna Sp. z o.o.

A total of 15 MW of renewable energy generation is being planned as a first project stage of the Izerski Renewable Energy Cluster. Each installation will generate at least 2 MW of photovoltaic power and 1 MW of bio-power. Ultimately, it will allow local governments to create an ‘energy island,’ to achieve total self-sufficiency and even to produce surplus that can be allocated to the needs of Jelenia Gora or Bolesławiec.

WZGÓRZ TRZEBNICKICH RENEWABLE ENERGY CLUSTER

Member Gminas: Prusice, Oborniki Śląskie, Wisznia Mała, Wołów and  Żmigród

With early projects to begin in the municipality of Prusice, the Wzgórz Trzebnickich Renewable Energy Cluster will construct numerous photovoltaic and bioelectric power plants in the coming years. Projects being developed include seven solar rooftop installations on municipal buildings, as well as a photovoltaic power plant with an estimated power of 450 kW in Wszemirów.

WZGÓRZ STRZELIŃSKICH RENEWABLE ENERGY CLUSTER

Member Gminas: Strzelin, Przeworno, Kondratowice, Domaniów, Wiązów

Klaster Energii Odnawialnej Wzgórz Strzelińskich was established in the Town Hall of Strzelin in July of 2017. The energy cluster was formed to improve the state of the environment and energy security through installation of photovolatiac and biogas plants within the member municipalities. In addition, the Cluster will conduct educational activities and contribute to strengthening the local economy.

ZIEMI ZĄBKOWICKIEJ RENEWABLE ENERGY CLUSTER

Member Gminas: Ciepłowody, Stoszowice, Ziębice and Ząbkowice Śląskie

In September 2017, the Lower Silesian communities of Ciepłowody, Stoszowice, Ziębice and Ząbkowice Śląskie set up Klaster Energii Odnawialnej Ziemi Ząbkowickiej. This is another such initiative involving a partnership between Polish Solar Holding and Municipalities in Southern Poland.
